The SHARP Programme (Sensible, Healthy and Responsible People)

This draft project proposal is in response to a request from Dr Karodia, DDG Education, North West Province for detailed proposals.  The proposal utilises the independent evaluation undertaken late in 1999, requested by Dr Karodia, following an initial draft proposal submitted to the Department in August 1999.   The planning process is running concurrently with:

·          Meetings with the auxiliary services managers and potential master trainers (under the proposed Business Plan) took place Brits, Mabopane and Temba education districts during February 2000, following a request by Dr Karodia to the managers of these districts to afford SAPLER access.  The evaluation was discussed and the concept of this proposal outlined.  SAPLER believes the broad concept of this proposal is endorsed by these managers.

·          Communicating with the steering committee for the Business Plan for master trainers and guidance counsellors.  SAPLER managers attended the launch of the draft plan in Rustenburg in January 2000 and has sent copies of the evaluation to the steering committee. Copies of this draft proposal will be sent to the steering committee for comment.

·          Detailed discussions of the evaluation, over several days, by the SAPLER executive director and SAPLER field managers.

·          Managing the team of 11 SAPLER pioneers currently providing full-time sexuality education in Mabopane District, on the lines of their contract with NW Health Aids Awareness Funding for NGOs for 1999 (also again supported by SA Breweries). They are teaching at 10 new schools in Mabopane District in 2000 (intending to be kept their for the whole school year. (They provided at least two terms of teaching at 21 schools in 1999 year and 16 schools in 1998).  Funding has not yet been obtained for 2000 and they are presently being paid half-pay from SAPLER’s own resources.  (It is important to keep the original team in being, if there are reasonable grounds for believing an expanded and more rigorous programme is likely to win support). 

·          Putting the existing team on proper footing with the Department[33]. At present, they have temporary permission to continue while the department reviews their training and official permission to use the Life Skills curriculum is being sought.  

·          Experimental ‘twinning’ with local schools by St Peter’s Mandlenkosi Health Company, which has began an expanded role from 1st May 1999 on receipt of substantial funding (R800 000) from the EU, as part of a partnership of seven health organisations in Mabopane District (R23m over 3 years).  

·          Building links with potential partners and donors as the project plan develops between SAPLER and NW Education,  using the project development resources of  NICDAM.
