Independent evaluation of the SAPLER peer counselling programme (December 1999)

HIV prevalence increased most in the under 20 age group in the year to March 1999, from 12.7% to 21.0%.   This group is the most easily influenced, and learners at schools are very accessible.  8000 guidance teachers were trained nationally by February 1998 to provide sexuality education at secondary schools.  The statistics show this programme has failed - among older learners, especially girls, probably more than one in five has HIV at many schools in poor communities.

The reason seems obvious - teenagers would rather talk to young person from their own community about sex and relationships - not a teacher (but guidance teachers have an important role as mentors and managers).

North West Education department suggested an external evaluation of the SAPLER programme.  The full text of the evaluation can be accessed from the buttons at the top of this page - look at the executive summary for a quick overview.  (An evaluation of the national programme has yet to be made).

proposal based on the evaluation is currently (April 2000) being considered by North West Education Department. (The proposal would appear to be cost effective, delivering effective sexuality education to a school learner, for an hour, for less than R2).
